Which might explain why we don't see the armour in 4 (Minus the creation club item which shouldn't be canon)

Edit: Looking at the comments, it seems to be an unreleased mod he's working on. The R91 is being worked on for Fallout 4 : The Capital Wasteland. It will also have a standalone release ;) Now I don't wanna be that guy cause this power armor looks great but I never realize how derpy the helmet looked until now.

And there's plenty of them in Capital Wasteland. Hellfire armor might be therefore perceived as "urban combat" model of Power Armor. Because maybe is for special use to flamethrower units. Yeah I didn't get it either, would of thought the standard power armour would be pretty much indifferent to actual fire.
